Dr. Mugisha Sebasaza Innocent

Mugisha Sebasaza Innocent, Chairman of the Governing Body at Mount Kigali University, is a governance leader and former Executive Director of Rwanda’s Higher Education Council. He contributed to the implementation of Rwanda National Qualifications Framework for Higher Education (RNQFHE, 2007), which structured awards by levels, credits and modules and served as the foundation before the updated 2021 Rwanda Qualifications Framework (RQF, 2021), that integrated Higher Education and TVET and Lifelong Training, He also to development and implementation of the East African Regional Qualifications Framework, and the Annex on Mutual Recognition of Qualifications under the East African Common Market Protocol. His research focuses on education assessment and the nature of science, with publications that have advanced both national reforms and international scholarship.
